The framerate-changing-code (of doom)
So, start by selecting the frame you want to change your FPS at.
Open the action panel, and insert this code:

stage.frameRate = number;
'Number' is the number you want to change your framerate to. And on the frame you want it change back, just do the same, but this time you use the original FPS. I haven't tested it yet, because I don't have CS3, nor CS4. I use Flash 8. But some guy I trust told me so.
As you may have noticed: This code only works with ActionScript 3.
If you want to view your animation using this code, you have to 'test view' it. Just press CTRL+ENTER. And you'll be fine.
